I have never seen anywhere that it has been suggested, as a matter of fact I have only seen where it has been suggested that it would almost HAVE TO TAKE PLACE prior to the RS and thus the 300 mill after the RS would only result in 25 mill being added to the total authorized and would make the TOS shares in the range of 125,000,000
