In reality, the actual voting questions weren't known until a few hours before the market closed the Friday before the Monday Adcom - I downloaded the FDA BD's the moment they were available, a few hundred pages, and couldn't believe somebody could read and understand all of that info and make that 10k put buy before the market closed that Friday (don't remember when the board became aware of the massive put position, think it was some time after the AC). They either got their hands on the BDs in advance, or just went right to the voting questions, saw the CVD one, realized it had only one possible answer (no), and put down that huge bet ANCHOR would be denied. Trading was halted all day Monday, so nobody could do anything if they hadn't acted Friday afternoon.
