All they need to do is rescind the Pre 14C and state they no longer are considering a RS as a valid option.

It’s that simple.

Take the pendulum blade off and allow the SP to rise naturally based on news and company progress. Increase the AS if need be but a RS is NOT necessary at all. And for now neither is an AS increase. May never be needed if the SP rises on the news.
