It may be part of an LOI agreement, where "silence" is required, if so, it explains, the strategy of the last year and a half. We've been silent a long time. Posters have said they received confirmation that talks with Bayer were still going on from Paul in IR. Might want to email him. So far it would appear Bayer, has reaped all the benefits from their talks, if they are happening. Just my opinion. I have no idea, what's taking place as all info seems to be coming from this well informed BIEL, board. The Company should probably clarify some things and end all the speculation. We will see.
