They arent stupid, but they definitely didnt learn from last R/S and from loud concerns from long term investors. If an R/S is only in pre14C if A/S isnt approved, why not state that publicly???? Especially when any idiot om the otc will tell you that an R/S announcement will lead to a huge sell off.
