The grays do act strangely but it is not a pure matching system or limited to your brokerage.
A while back Bigfoot had an offering at .0008.
I put my buy in at .0008 and it wouldnt strike
Changed to .001 and it wouldnt strike
Changed to .0013 and it went through at .0008. He was using TDA and I was using Schwab.

I actually wish it was a pure matching system. I could totally mess with the pricing by limit buying at 0.10. I am sure someone else besides me has a open sale at whole numbers. But of course this is the exact reason why it is not a matching system
