That "choice" was related to need for financing once the wind in the sails of Woodford Fund financings suddenly dried up after Mr. Woodford's required consultant from Ondra, Ms. Katherine Wolf, walked out of a meeting with notes that probably ended up in Mr. Woodford's posession. At that point he probably needed a way to cover up the fact that he could no longer trade NWBO shares without getting into trouble hence the public outcry against NWBO which also ended up killing the value of his investors shares. Sure, OTC was a choice and if there are red handed culprits they will pay for that choice. Best wishes.
