I am beginning to believe the PR ...

... will be release either just prior to the open of the market on a trading day or after close of after market trading.

That way, no one gets a heads up. It gets announced and then the trading in the pre-market the next day will be the first shot at buying/selling the stock.

That also makes it really hard to use the DSPP as part of a covering scheme.
