You know, when you here something like that it makes you wonder what the hell these people are thinking about and how seriously they are about the situation. Are they simply just drawing a salary for doing as little work as possible ?

I had concluded that such behavior only occured in the public sector but once again I'm probably wrong.

It is entirely possible that these minions are sitting around waiting for someone to give them permission to perform and that someone just does not exist.
