The shares are not new issued... they are new to the float.

Restricted shares are issued and they are part of the OS. When the restriction is lifted, they are cleared for sale. At this point they are in the OS, but not the float.

When they are sold, they enter the float, but the OS doesn't go up.

And, when sold, they are reported on the Daily Short Report!

Clear as mud, huh?
