Ok you're talking about growers here. They come from an illegal culture of deliberately doing everything against the rules, even if the rules are beneficial to them they have a cognitive deficiency whereby they Must break the rules. It's called sociopathy. Making a new rule will not convince them to stop breaking the rules because that is what they have done for generations. Family traditions of breaking the rules, only jail will stop them.

Funneling these deficient sociopaths in to legal streams of business does not cure them. It just ruins your licensed producer business as we are seeing happen every week.

Boss: "Johnny I told you not to use pesticides, there's a new regulation remember? "

Johnny: "It's ok, we've done it for years, the customers don't notice."

Boss: "Johnny I am ordering you to stop using pesticides on our crop."

Johnny: "Ok. (aside: I'm going to do it anyway this Boss has no clue}"

Pothead customer: "Why do I constantly feel like crap? It can't be my dope, my grower is so honest I am blessed."

Me: "You total fools this is how it has been done for 100 years. Wake up!! They don't care a damn about you!! They just want your money!! And they are too stupid to change!! Only jail will stop them."
