I think Israel is having to come up with some new rules on the fly and Zion is actually helping Israel with the new protocols and interpretation of the laws which are being dealt with for the very first time since Israel has never ever had to deal with these developments before. While this is an honor for Zion, it can also be a little exasperating when you're chompin at the BIT to get things going. So I think the second item is coming into play, but that's OK. It's all in God's timing - and Zion stopped for Shabbat.
