In order to know what is really in the well they must determine its size, and producibility first.

Then Zion oil along with the Israeli government will decide how and what to announce.

They may same we have concluded it have 1b barrels, and we are going to drill another well or another wells into the same field.

Then in a year or so when those wells are pumping, they may say

Ya know it looks like this field maybe a little larger than previously estimated. We're gonna drill wells 4 & 5 and oh yeah it looks more 10b barrels.

This is Israel where strategy and geo political situation is always taken into play.
