Locking up shares only works if the brokerages are honest and actually borrow shares in order to let their customers short... There are a lot of firms that never locate the shares or don't hold them in inventory and allow shorting which then becomes "naked" shorting and is illegal...but goes on.

By locking your shares up that removes them from the available inventory so the brokerage can't use them legitimately for shorting.

My buddy trades with Interactive Brokers and they actually pay you to allow them to use your shares held in your account..so by not locking them up there you actually get interest ...

Wish more firms did this but it can also be counterproductive to the person who owns the position.
