Wellner & Leinwand "slumlords" balked at paying hundreds of thousands in utilities and trash bills --SINCE JULY 2017-- forcing residents of this trailer park have to resort to lawsuits, calling investigative TV reporters for action. Now Leinwand and Welner are apparently resorting to penny scamming to run similar operations.
