You are misreading the information you have posted. The shares held by insiders/executives/family/whatnot that are not in the float are not owned by the company, but rather those individuals. If they get sold into the float, those people get the money. The only stock the company has to sell to raise capital is that which is within the A/S but not yet in the O/S. Once they sell it, O/S goes up. Float may not go up, depending on who they sell it to and how, but the details do require investor attention, since all shares in the O/S will eventually end up in the float.

So, you tell me, is this company raising money by selling stock as that excerpt from a 10Q said? Is that current? Is it ongoing?
