still wrong but I see why -it is an incorrect interpretation of the very brief info.

Specifically:

Contrary to outstanding shares, floating stock indicates the number of shares of a particular company that are available for trading. Shares that have been given or sold to owners of the company, members of the board of directors, or family members of company executives or board members are excluded from the float number, as these shares are typically restricted. The shares owned by business insiders are held for an extended period of time and do not trade often.



So are all of the OS shares issued and owned? well yes because the company technically owns all of them.

the float does not include shares sold and held
the float will reduce if FRLF decides to issue a block of the current available OS to an investor for cash.

"..floating stock indicates the number of shares of a particular company that are available for trading" means those shares can be sold via etrade or sold to joe investor as past of a cash-for-stock deal.

For example:
-67m float

-FRLF secures a new investor for $500k cash in exchange for a block of common trading shares at an agreed price per share.

-A filing (8k, Form D etc) is placed with the SEC and made public, outlining the material event (required by law!

-The OS count remains the same, but, the float count is reduced by the amount of shares sold to that investor. these shares are removed from the float. thee shares would typically carry a 6 month trading restriction.

Think it over, it will eventually make sense. The OS does not, will not increase as long as there is available float.
