A/S is the max stock a company can make/sell
O/S is how much of the O/S has been sold to someone, and includes the freely trading float, “closely held” and/or restricted shares generally in the possession of company executives or other insiders, or debt holders restricted by agreement. None of the O/S is owned by the company itself, and it is not available for them to sell to raise capital.
The float is a subset of the O/S that is completely unrestricted and not considered closely held.
And, again, if that 10Q is correct and current and the company is selling stock to investors, that stock is being sold from the A/S, or maybe in better terms, being “moved” from the A/S to the O/S.
