Pretty sure the answer is going to be that they will focus their limited resources on the nearest low-hanging fruit the performance has made devices that were not within their reach come in to reach.

In other words why focus on developing the 25 when the 50 is Within Reach PAM4 Wallah 400 gig.

Again very very limited resources.
