He basically had to file this form to tell the SEC that he owns between 5% and less than 20% of FLSR stock. That is all. It is to indicate passive ownership of a stock. As of right now, the filing is to just show that he has 16% ownership of the stock in the amount of 800,000,000 shares. Total shares would then be 5,000,000,000.

If he somehow accumulates more shares of stock that would increase his overall ownership % to over 20% , then he would have to file a schedule 13D. Please refer to the link I posted to learn more.
