So there are two sets of BSAFE coins and none of them show as being issued:

So 220,000,000 total and 12,400,000 (5.6%) are in a different account.

I am curious about where the 12.4 million coins will end up after the ICO is finished. But to call it a scam is a bit premature.

Speculation: Maybe they plan on selling them as a different offering down the road for $5 a pop to raise more money. When the ICO information is released we can then ask.
