What is your reasoning for why they do it?

What is your reasoning for why they won't when this thing "blows up" ?

Why was it ok for the 200,000,000 to 8,000,000,000 increase and why wouldn't they do it again??

Have they given any commitment to avoid the AS-creating pen in the future?
