We now know that EEGI is not becoming current on filings because he's way behind the key ones. This I had posted just days before they filed for increasing A/S:

it would be nice to see a filing reflecting that increased share count. But that one's never coming out. Instead the only document they're filing will be the one to increase authorized share count. From there this stock could see some volume flowing out again
