Technically speaking the SEC put a date on making a date to continue the procedures if it proves pertinent, otherwise July 23rd will just be the day SPCL slipped through the cracks of the SEC system (all procedures dropped). Most likely July 23rd will be the day the SEC schedules the new date for the proceedings
