If the stock turns around and continues falling, then it could mean that NAK is not getting any joint venture bids, or something else that is detrimental to the stock. So no, it would mean that it would be foolish to continue to average down. You would need to wait to see if NAK could get the OK to construct the mine, or if a major company did form a joint venture on good terms, then you could buy more stock. It would be at a higher price, but it would be at the base of a rising price.
