The MJ already in dispensaries is being discounted because it has not been tested. The growers change will be they have to have their product tested and labeled before being sold now. So instead of selling at a discount all a grower would do is get their flower they have tested and they will be first to market with tested product. Why would a grower sell at a deep discount vs. just getting the product approved.
