some progress out of EPA. clarification of guidelines allowing some "wiggle room" on CWA 404 permitting regrading Alaskan wetlands. Could bode well.

Love the part about "less rigorous permit review" and "avoiding wetlands may not be practicable due to their abundance in Alaska"
