Naked shorting here would be flagrant abuse of the rules

MMs can sell naked at any time, in any stock. The stock doesn't have to have a low float. Technically, all penny stocks are considered to be illiquid. Sure, they may trade hundreds of millions of shares for a short while, but most of the time they don't.
