These spectrum swaps to create larger 39GHz blocks may actually be in favor of AT&T's earlier suggestions to the FCC. AT&T was recommending at least 100 MHz blocks, but this new document from the FCC allows not only 100 MHz blocks yet larger blocks also. In some situations the blocks will have to be 200 MHz. Thus, if AT&T wants to create only 100 MHz blocks they will be able to in some situations. Same goes for Verizon and others.

So what is the point of allowing these swaps, if or until the 39 GHz licenses get voted into use - so expect we may hear more on this later today. Friday is often a day of the week on which the FCC finishes up a lot of it's work. The Time Warner/AT&T deal should get signatures from the CEO's before the end of next week.

Possibly after the today's business hours close there will be another posting in the Daily Digest regarding the votes on the FiberTower licenses and the Straight Path licenses (you would think that should already have been done a long time ago.) Government in action (inaction). Sometimes they get the cart ahead of the horse, as your Grandfather might have said it.
