It is because Koos couldn't convince a living soul it was worth investing in just like he can't convince ANYONE else that his ponzi scheme companies are worth investing in.

He's a con artist hiding behind a CEO badge.

I will give him credit for getting the P1 approval. But the fact he couldn't follow through on it is a cautionary tale that many just don't want to pay heed to.
