Prohibited Services Providers are service providers (attorneys and accountants) that the OTC Market site prohibits from providing services to pink sheet tickers. The reason those service providers end up on that list is because they were involved in some form of SEC litigation/PCAOB disciplinary action or have been involved in some kind of securities fraud in the past (providing legal opinions for banned individuals for example).

Some of those service providers are still licensed attorneys or licensed CPAs and some are even still allowed to practice in front of the SEC Commission. The Prohibited Services Providers list is exclusively for OTC market services only.
