The OS here is 1,272,066,146, and has been for years.

The payouts are based on that number.

Every share that is sold is bought, the only thing that is happening here is sellers are forfeiting their payouts, and going with the sure thing. The buyers on the other hand are gambling that the total payout will be higher than .005......
