It's simple. There are no commercial processes set up to package this type of device on any type of scale needed to supply the industry. That's if the device even worked to spec, which it does not currently.

The equipment in the foundries doesn't exist to mass produce legacy packaged polymer modulators.

Ask the company. If they tell you different they are lying. Do you think they are going to crank out millions of packaged devices from their 100 sq ft 'for show' lab?
