Tkg, the Open Letter had told investors LWLG expected the packaged 50Gbs to be received to final optimizations by 12/31/2017, the news release of 3/26/2018 was when LWLG actually received them

Over the past 6 months, the Lightwave Logic technical team worked together with its partner to complete the design with careful attention paid to optical and electrical signaling issues. These accomplishments not only represent an important technological step for the company but also advances the company's commercialization effort by enabling the ability to provide polymer modulators for customers to measure, characterize, and evaluate. Further optimizations will be made between the package and the polymer modulator to fine-tune performance parameters of prototypes before customer evaluations can begin.

So the 2017 ASM 12 month plan included having a packaged, albeit only 25Gbs device, in customer hands

So I believe the time differential between the 12/31/17 and 3/26/18 is the "lost time" that would have been needed to complete the optimizations, caveat being 50Gbs device may be harder than 25Gbs device to optimize because at higher frequencies there is more antennae aspects involved, one slide from the ASM shows "parasitics" plotting, it appears some still exist above mid-40Gbs to 50Gbs

Role of polymers will accelerate quickly (slide 53)
