SPCL I think a very simple, impossible to wiggle out of question like....

"Was the FINS delay ONLY related to bad paperwork from old SPCL mgmt"?

I'm sure others have better questions, but the answer to that can be vague but still let us know where delay originated.

The reason for delay is important for me before next questions.
