As to the restrictions, who knows. The Nebraska judge made his ruling with full access to the restrictions that we were unable to read. Now the St. Louis judges will be reviewing an appeal that includes the same (or more?) restricted material, but it seems most likely that they would come to the same conclusion. If that were to happen COR could appeal to the US Supreme Court I suppose, although it seems highly unlikely that COR's case would be accepted by the highest court for review.
