ASK kept getting stuck L2 today

ARCA (MM) kept getting stuck in my level 2 on my ask price with a big block ASK first time I believe was at .03 but continued on the way up. I had to clear out my level 2 by going to another ticker, and then switching back to BRKK. it happened probably 5 times and was ARCA everytime. Wondering if anyone else experienced it or maybe it was just etrade platform? if it was multi platform then Id say it was a MM trick to try and keep the price cool

it leads you to believe it was a ploy to keep the buying from increasing obviously it didnt work lol
