But the state issues the license. If SIGO filed for the proper license for the county in which they do business, but the state then issued the wrong license, how is that SIGO's fault?

This is new territory for all parties, it may take a while to get things sorted out. Personally, I think that California is making a mistake by giving so much authority to the counties, as it creates too much confusion. One set of state statutes would clarify and simplify the rules that the producers, manufacturers, and distributors have to abide by.
