Major New Investigation into Trump Real Estate Deals in India Reveals Corruption, Lawsuits, Fraud

A major new investigation has just been published into Trump’s business partnerships in India and the conflicts of interest these deals pose for the White House. The new cover story for The New Republic is titled “Political Corruption and the Art of the Deal [ https://newrepublic.com/article/147351/political-corruption-art-deal ].” In it, journalist Anjali Kamat notes the Trump Organization has entered into more deals in India than in any other foreign country. These deals, she writes, are worth an estimated $1.5 billion and produced royalties of up to $11 million between 2014 and 2017. During her year-long investigation, Kamat traced Trump’s India partners’ long history of facing lawsuits, police inquiries and government investigations that contain evidence of potential bribery, fraud, intimidation, illegal land acquisition, tax evasion and money laundering.

Cambridge Analytica was founded by billionaire Robert Mercer. Trump’s former adviser Steve Bannon of Breitbart News was one of the company’s key strategists. Cambridge Analytica used the data to turn a voter-profiling company into a powerful psychological tool, which began launching targeted political ads aimed at carrying out Robert Mercer’s far-right political agenda. We speak to David Carroll, an associate professor of media design at Parsons School of Design, who has filed a claim to force Cambridge Analytica to turn over all of the data it harvested on him.

Presidential Memorandum for the Secretary of Defense and the Secretary of Homeland Security Regarding Military Service by Transgender Individuals

Pursuant to my memorandum of August 25, 2017, “Military Service by Transgender Individuals,” the Secretary of Defense, in consultation with the Secretary of Homeland Security, submitted to me a memorandum and report concerning military service by transgender individuals.
These documents set forth the policies on this issue that the Secretary of Defense, in the exercise of his independent judgment, has concluded should be adopted by the Department of Defense. The Secretary of Homeland Security concurs with these policies with respect to the U.S. Coast Guard.
Among other things, the policies set forth by the Secretary of Defense state that transgender persons with a history or diagnosis of gender dysphoria — individuals who the policies state may require substantial medical treatment, including medications and surgery — are disqualified from military service except under certain limited circumstances.
By the authority vested in me as President by the Constitution and the laws of the United States of America, I hereby order as follows:
Section 1. I hereby revoke my memorandum of August 25, 2017, “Military Service by Transgender Individuals,” and any other directive I may have made with respect to military service by transgender individuals.
Sec. 2. The Secretary of Defense, and the Secretary of Homeland Security, with respect to the U.S. Coast Guard, may exercise their authority to implement any appropriate policies concerning military service by transgender individuals.
Sec. 3. (a) Nothing in this memorandum shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This memorandum shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) The Secretary of Defense is authorized and directed to publish this memorandum in the Federal Register.

Today, the President rescinded his previous memorandum on transgender service in the military in order to allow Secretary Mattis to implement a new policy developed through extensive study by senior uniformed and civilian leaders, including combat veterans. The experts’ study sets forth a policy to enhance our military’s readiness, lethality, and effectiveness. On the advice of these experts, the Secretary of Defense and the Secretary of Homeland Security have concluded that the accession or retention of individuals with a history or diagnosis of gender dysphoria—those who may require substantial medical treatment, including through medical drugs or surgery—presents considerable risk to military effectiveness and lethality. Gun violence, particularly school shootings, ranks among the most contentious issues in America. Since the February 14, 2018 shooting at Marjory Stoneman Douglas High School in Parkland, FL, mass shootings have again become a staple of the news cycle.
This school shooting is distinguished from previous ones, because students around the nation have rallied to organize for safer schools. Whether that means stricter gun control, metal detectors, regulating ammunition sales, or arming teachers, remains unclear.

How The U.S. Is Helping Saudi Arabia Fight A Controversial War In Yemen

The Senate rejected a resolution Tuesday seeking to end U.S. involvement in Yemen’s spiraling civil war, which has killed thousands of civilians and thrown the country into the “world’s worst humanitarian crisis,” according to the United Nations.
In a closer-than-expected result, lawmakers voted 55-44 against curbing U.S. military activity in Yemen, narrowly defeating the bipartisan legislation put forward by Sens. Bernie Sanders of Vermont, Chris Murphy of Connecticut, and Sen. Mike Lee of Utah. But human rights advocates were heartened by what they believe is a growing opposition to America’s unconditional support for Saudi Arabia’s controversial campaign in Yemen.
“Today should have been the day that the Senate moved to end U.S. involvement in this catastrophe.” said Scott Paul, Oxfam America’s policy lead for Yemen. “But it is clear from today’s debate that the tide is turning,”
Paul was likely referring to the timing of the vote, which, despite urgent requests from the White House and the Pentagon, took place just as Saudi Arabia’s powerful Crown Prince Mohammed Bin Salman visited with President Donald Trump at the White House. Trump praised the young leader as a “very great friend” to America; hours later the Senate debated the bill.
Congressional leaders sought to use the Crown Prince’s much-touted visit to press the White House and its powerful Middle East ally to end the brutal war in Yemen, along with the U.S. military’s involvement in it. They did so while facing opposition from the executive branch and the military. Ahead of the visit, Secretary of Defense James Mattis penned a personal letter to U.S. senators, urging them to halt the vote, and warning that such an effort risked straining relations and compromising American interests in the region.
But there’s a reason the senators pressed forward with the vote. Bin Salman may be touted as Saudi Arabia’s young modernizing reformer, but he is also widely considered the architect of the Saudi-led air campaign in Yemen, which has had disastrous results for the country and its civilians.

Congress Doesn't Know How To Stop More Facebook Data Breaches, But States Do (HBO)

As Congress grapples with how to respond to the scandal engulfing Facebook’s data sharing practices, state attorneys general are taking action, launching investigations and promising lawsuits against the company, if warranted.
At least four states have now asked Facebook to answer questions about the access it gave companies to users' data, an inquiry prompted after press reports revealed the voter targeting firm used by Donald Trump's 2016 campaign, Cambridge Analytica, harvested data from thousands of Facebook users without their permission. On Thursday, Facebook held a conference call with a handful of the state officials to answer their requests.
One state official, Pennsylvania Attorney General Josh Shapiro, told VICE News after the call that the states are "just at the beginning stages of this" inquiry. He believes Facebook could have violated two state laws by allowing Cambridge Analytica access to users’ data, even if it was without the company’s explicit knowledge.
That's because Facebook has a responsibility to protect consumers in Pennsylvania, he said, "And if there was a breach — and it seems like there was a few years ago — there is a responsibility to notify the Commonwealth of Pennsylvania and other states as well."
Shapiro said there needs to be tougher federal laws on the books when it comes to regulating companies like Facebook, but he is hopeful the pressure from the states — and the potential fines and negative publicity that go along with it — might be enough to encourage Facebook and other tech companies to focus more on protecting consumer privacy.
“Make no mistake — if we uncover the fact that Facebook failed to adequately protect your information and allowed… someone literally to go into the warehouse, take the information and leave, because they gave them the keys, there can be severe penalties on them,” he said.

Bolton Was Early Beneficiary of Cambridge Analytica’s Facebook Data
WASHINGTON - The political action committee founded by John R. Bolton, President Trump’s incoming national security adviser, was one of the earliest customers of Cambridge Analytica, which it hired specifically to develop psychological profiles of voters with data harvested from tens of millions of Facebook profiles, according to former Cambridge employees and company documents.
Mr. Bolton’s political committee, known as The John Bolton Super PAC, first hired Cambridge in August 2014, months after the political data firm was founded and while it was still harvesting the Facebook data.
In the two years that followed, Mr. Bolton’s super PAC spent nearly $1.2 million primarily for “survey research,” which is a term that campaigns use for polling, according to campaign finance records.
But the contract between the political action committee and Cambridge, a copy of which was obtained by The New York Times, offers more detail on just what Mr. Bolton was buying. The contract broadly describes the services to be delivered by Cambridge as “behavioral microtargeting with psychographic messaging.”
To do that work, Cambridge used Facebook data, according to the documents and two former employees familiar with the work.
“The data and modeling Bolton’s PAC received was derived from the Facebook data,” said Christopher Wylie, a data expert who was part of the team that founded Cambridge Analytica. “We definitely told them about how we were doing it. We talked about it in conference calls, in meetings.”
Cambridge Analytica, which rose to prominence through its work with Mr. Trump’s 2016 election campaign, has found itself confronting a deepening crisis since reports this past weekend in The New York Times and The Observer of London that the firm had harvested the data from more than 50 million Facebook profiles in its bid to develop techniques for predicting the behavior of individual American voters.
Cambridge’s so-called psychographic modeling techniques, which were built in part with the data harvested from Facebook, underpinned its work for Mr. Trump’s campaign in 2016, setting off a furious — and still unsettled — debate about whether the firm’s technology worked. The same techniques were also the focus of its work for Mr. Bolton’s super PAC.
“The Bolton PAC was obsessed with how America was becoming limp wristed and spineless and it wanted research and messaging for national security issues,” Mr. Wylie said.

Using the psychographic models, Cambridge helped design concepts for advertisements for candidates supported by Mr. Bolton’s PAC, including the 2014 campaign of Thom Tillis, the Republican senator from North Carolina, according to Mr. Wylie and another former employee, who spoke on the condition of anonymity to avoid being dragged into the investigations that now appear to be engulfing Cambridge.
One advertisement, a video that was posted on YouTube, was aimed at people who scored high for conscientiousness, and were thought to respect hard work and experience. It emphasized Mr. Bolton’s time working for Ronald Reagan and how Mr. Tillis embodied the spirit and political ethos of the late president.

For the U.S. and China, a Technology Cold War That’s Freezing Over
A cold war is being waged across the world’s most advanced industries. And it just got a lot chillier.
Recent tit-for-tat trade actions could deepen what has become a global contest for technological dominance between the United States and China, home to the planet’s largest population of internet users and a flourishing community of start-ups and innovative companies.
The Trump administration this week accused Beijing of stealing valuable technological know-how from American companies as it proposed tariffs on $60 billion in Chinese goods and curbs on Chinese investments. China responded with its own set of penalties aimed at American products.
The fight between the two countries is cleaving the high-tech realm. The world’s two biggest economies have each become increasingly protective of their own leading-edge industries, and mistrustful of the other’s. Reconciliation looks difficult. And the rising tensions could further undercut American influence in a huge and fast-changing market.
Both sides have been putting up defensive walls for years.
To stay in business in China, Apple has had to set up a data center there to store Chinese customers’ personal information. Amazon recently had to sell equipment to its Chinese cloud services partner to comply with new Chinese rules. Facebook and Twitter are blocked in the country; newer American players, such as Snap, are not even trying to enter anymore.
In the United States, regulators have repeatedly thwarted attempts by Chinese tech groups to acquire American firms. And espionage concerns have for years kept Huawei — one of the world’s biggest suppliers of telecom gear, and a powerhouse of China’s tech scene — largely out of the American market.
The Trump administration says it wants to level the playing field, dishing out to Chinese companies the kind of treatment that American ones have been receiving in China for some time.
“China’s abilities and ambitions have shifted much further up the value-added chain, to tech that represents our crown jewels economically and that is relevant for national security,” said Scott Kennedy, a fellow at the Center for Strategic and International Studies in Washington. “So there’s no way to kick this can down the road anymore.”
Still, as much as American companies complain about how they are treated in China, it could get even worse if Beijing amplifies its retaliation beyond the tariffs, announced Friday, on $3 billion worth of goods.
China could require that foreign tech companies undergo costly additional tests for new products, or simply make it more difficult to operate in the country. Apple, whose iPhones remain coveted among well-off Chinese, made nearly $18 billion in the country in the last quarter of 2017. Qualcomm, the San Diego microchip maker, has earned half its revenue in China in recent years.
It could also devise new regulatory hoops for foreign companies to jump through. China’s Ministry of Commerce has not yet approved Qualcomm’s proposed, $44 billion purchase of NXP Semiconductors, a Dutch chip maker. The deal, more than a year in the making, needs a signoff from Chinese antitrust authorities because the two companies count a large number of electronics makers in China as customers.
Both countries’ efforts to kneecap each other’s tech champions are as much about national security as economic might. Likewise with the race to dominate frontier fields such as artificial intelligence, quantum computing and next-generation wireless internet. Mr. Trump recently blocked a hostile bid by Broadcom to buy Qualcomm. He did so not because the bidder was Chinese — Broadcom is headquartered in Singapore — but because the administration said the deal would weaken Qualcomm, leaving Huawei with a stronger hand to shape 5G, or fifth-generation mobile technology.
This is why the present tensions are so difficult to resolve. In a previous era, Japan was a technological rival but a military ally. The Soviet Union was a tech rival in defense, though a laggard in the commercial sphere.

As they gravitationally tug at each other, one of these dwarf galaxies has pulled out a huge amount of gas from its companion. Called the Leading Arm, this enormous concentration of gas is being devoured by the Milky Way and feeding new star birth in our Galaxy. But which dwarf galaxy is doing the pulling, and whose gas is now being feasted upon? Space Telescope Science Institute astronomer Andrew Fox and co-authors used Hubble’s ultraviolet (UV) vision to chemically analyze the gas in the Leading Arm and determine its origin.

These deals, she writes, are worth an estimated $1.5 billion and produced royalties of up to $11 million between 2014 and 2017. Pursuant to my memorandum of August 25, 2017, “Military Service by Transgender Individuals,” the Secretary of Defense, in consultation with the Secretary of Homeland Security, submitted to me a memorandum and report concerning military service by transgender individuals.
These documents set forth the policies on this issue that the Secretary of Defense, in the exercise of his independent judgment, has concluded should be adopted by the Department of Defense. The Secretary of Homeland Security concurs with these policies with respect to the U.S. Coast Guard.
Among other things, the policies set forth by the Secretary of Defense state that transgender persons with a history or diagnosis of gender dysphoria — individuals who the policies state may require substantial medical treatment, including medications and surgery — are disqualified from military service except under certain limited circumstances.
By the authority vested in me as President by the Constitution and the laws of the United States of America, I hereby order as follows:
Section 1. I hereby revoke my memorandum of August 25, 2017, “Military Service by Transgender Individuals,” and any other directive I may have made with respect to military service by transgender individuals.
Sec. 2. The Secretary of Defense, and the Secretary of Homeland Security, with respect to the U.S. Coast Guard, may exercise their authority to implement any appropriate policies concerning military service by transgender individuals.
Sec. 3. (a) Nothing in this memorandum shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This memorandum shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) The Secretary of Defense is authorized and directed to publish this memorandum in the Federal Register.

Today, the President rescinded his previous memorandum on transgender service in the military in order to allow Secretary Mattis to implement a new policy developed through extensive study by senior uniformed and civilian leaders, including combat veterans. The experts’ study sets forth a policy to enhance our military’s readiness, lethality, and effectiveness. On the advice of these experts, the Secretary of Defense and the Secretary of Homeland Security have concluded that the accession or retention of individuals with a history or diagnosis of gender dysphoria—those who may require substantial medical treatment, including through medical drugs or surgery—presents considerable risk to military effectiveness and lethality. This new policy will enable the military to apply well-established mental and physical health standards—including those regarding the use of medical drugs—equally to all individuals who want to join and fight for the best military force the world has ever seen. Gun violence, particularly school shootings, ranks among the most contentious issues in America. Since the February 14, 2018 shooting at Marjory Stoneman Douglas High School in Parkland, FL, mass shootings have again become a staple of the news cycle.
This school shooting is distinguished from previous ones, because students around the nation have rallied to organize for safer schools. Whether that means stricter gun control, metal detectors, regulating ammunition sales, or arming teachers, remains unclear.

How The U.S. Is Helping Saudi Arabia Fight A Controversial War In Yemen

The Senate rejected a resolution Tuesday seeking to end U.S. involvement in Yemen’s spiraling civil war, which has killed thousands of civilians and thrown the country into the “world’s worst humanitarian crisis,” according to the United Nations.
In a closer-than-expected result, lawmakers voted 55-44 against curbing U.S. military activity in Yemen, narrowly defeating the bipartisan legislation put forward by Sens. Bernie Sanders of Vermont, Chris Murphy of Connecticut, and Sen. Mike Lee of Utah. But human rights advocates were heartened by what they believe is a growing opposition to America’s unconditional support for Saudi Arabia’s controversial campaign in Yemen.
“Today should have been the day that the Senate moved to end U.S. involvement in this catastrophe.” said Scott Paul, Oxfam America’s policy lead for Yemen. “But it is clear from today’s debate that the tide is turning,”
Paul was likely referring to the timing of the vote, which, despite urgent requests from the White House and the Pentagon, took place just as Saudi Arabia’s powerful Crown Prince Mohammed Bin Salman visited with President Donald Trump at the White House. Trump praised the young leader as a “very great friend” to America; hours later the Senate debated the bill.
Congressional leaders sought to use the Crown Prince’s much-touted visit to press the White House and its powerful Middle East ally to end the brutal war in Yemen, along with the U.S. military’s involvement in it. They did so while facing opposition from the executive branch and the military. Ahead of the visit, Secretary of Defense James Mattis penned a personal letter to U.S. senators, urging them to halt the vote, and warning that such an effort risked straining relations and compromising American interests in the region.
But there’s a reason the senators pressed forward with the vote. Bin Salman may be touted as Saudi Arabia’s young modernizing reformer, but he is also widely considered the architect of the Saudi-led air campaign in Yemen, which has had disastrous results for the country and its civilians.

As Congress grapples with how to respond to the scandal engulfing Facebook’s data sharing practices, state attorneys general are taking action, launching investigations and promising lawsuits against the company, if warranted.
At least four states have now asked Facebook to answer questions about the access it gave companies to users' data, an inquiry prompted after press reports revealed the voter targeting firm used by Donald Trump's 2016 campaign, Cambridge Analytica, harvested data from thousands of Facebook users without their permission. On Thursday, Facebook held a conference call with a handful of the state officials to answer their requests.
One state official, Pennsylvania Attorney General Josh Shapiro, told VICE News after the call that the states are "just at the beginning stages of this" inquiry. He believes Facebook could have violated two state laws by allowing Cambridge Analytica access to users’ data, even if it was without the company’s explicit knowledge.
That's because Facebook has a responsibility to protect consumers in Pennsylvania, he said, "And if there was a breach — and it seems like there was a few years ago — there is a responsibility to notify the Commonwealth of Pennsylvania and other states as well."
Shapiro said there needs to be tougher federal laws on the books when it comes to regulating companies like Facebook, but he is hopeful the pressure from the states — and the potential fines and negative publicity that go along with it — might be enough to encourage Facebook and other tech companies to focus more on protecting consumer privacy.
“Make no mistake — if we uncover the fact that Facebook failed to adequately protect your information and allowed… someone literally to go into the warehouse, take the information and leave, because they gave them the keys, there can be severe penalties on them,” he said.

Bolton Was Early Beneficiary of Cambridge Analytica’s Facebook Data

WASHINGTON - The political action committee founded by John R. Bolton, President Trump’s incoming national security adviser, was one of the earliest customers of Cambridge Analytica, which it hired specifically to develop psychological profiles of voters with data harvested from tens of millions of Facebook profiles, according to former Cambridge employees and company documents.
Mr. Bolton’s political committee, known as The John Bolton Super PAC, first hired Cambridge in August 2014, months after the political data firm was founded and while it was still harvesting the Facebook data.
In the two years that followed, Mr. Bolton’s super PAC spent nearly $1.2 million primarily for “survey research,” which is a term that campaigns use for polling, according to campaign finance records.
But the contract between the political action committee and Cambridge, a copy of which was obtained by The New York Times, offers more detail on just what Mr. Bolton was buying. The contract broadly describes the services to be delivered by Cambridge as “behavioral microtargeting with psychographic messaging.”
To do that work, Cambridge used Facebook data, according to the documents and two former employees familiar with the work.
“The data and modeling Bolton’s PAC received was derived from the Facebook data,” said Christopher Wylie, a data expert who was part of the team that founded Cambridge Analytica. “We definitely told them about how we were doing it. We talked about it in conference calls, in meetings.”
Cambridge Analytica, which rose to prominence through its work with Mr. Trump’s 2016 election campaign, has found itself confronting a deepening crisis since reports this past weekend in The New York Times and The Observer of London that the firm had harvested the data from more than 50 million Facebook profiles in its bid to develop techniques for predicting the behavior of individual American voters.
Cambridge’s so-called psychographic modeling techniques, which were built in part with the data harvested from Facebook, underpinned its work for Mr. Trump’s campaign in 2016, setting off a furious — and still unsettled — debate about whether the firm’s technology worked. The same techniques were also the focus of its work for Mr. Bolton’s super PAC.
“The Bolton PAC was obsessed with how America was becoming limp wristed and spineless and it wanted research and messaging for national security issues,” Mr. Wylie said.
“That really meant making people more militaristic in their worldview,” he added. “That’s what they said they wanted, anyway.”
Using the psychographic models, Cambridge helped design concepts for advertisements for candidates supported by Mr. Bolton’s PAC, including the 2014 campaign of Thom Tillis, the Republican senator from North Carolina, according to Mr. Wylie and another former employee, who spoke on the condition of anonymity to avoid being dragged into the investigations that now appear to be engulfing Cambridge.
One advertisement, a video that was posted on YouTube, was aimed at people who scored high for conscientiousness, and were thought to respect hard work and experience. It emphasized Mr. Bolton’s time working for Ronald Reagan and how Mr. Tillis embodied the spirit and political ethos of the late president.

For the U.S. and China, a Technology Cold War That’s Freezing Over
A cold war is being waged across the world’s most advanced industries. And it just got a lot chillier.
Recent tit-for-tat trade actions could deepen what has become a global contest for technological dominance between the United States and China, home to the planet’s largest population of internet users and a flourishing community of start-ups and innovative companies.
The Trump administration this week accused Beijing of stealing valuable technological know-how from American companies as it proposed tariffs on $60 billion in Chinese goods and curbs on Chinese investments. China responded with its own set of penalties aimed at American products.
The fight between the two countries is cleaving the high-tech realm. The world’s two biggest economies have each become increasingly protective of their own leading-edge industries, and mistrustful of the other’s. Reconciliation looks difficult. And the rising tensions could further undercut American influence in a huge and fast-changing market.
Both sides have been putting up defensive walls for years.
To stay in business in China, Apple has had to set up a data center there to store Chinese customers’ personal information. Amazon recently had to sell equipment to its Chinese cloud services partner to comply with new Chinese rules. Facebook and Twitter are blocked in the country; newer American players, such as Snap, are not even trying to enter anymore.
In the United States, regulators have repeatedly thwarted attempts by Chinese tech groups to acquire American firms. And espionage concerns have for years kept Huawei — one of the world’s biggest suppliers of telecom gear, and a powerhouse of China’s tech scene — largely out of the American market.
The Trump administration says it wants to level the playing field, dishing out to Chinese companies the kind of treatment that American ones have been receiving in China for some time.
“China’s abilities and ambitions have shifted much further up the value-added chain, to tech that represents our crown jewels economically and that is relevant for national security,” said Scott Kennedy, a fellow at the Center for Strategic and International Studies in Washington. “So there’s no way to kick this can down the road anymore.”
Still, as much as American companies complain about how they are treated in China, it could get even worse if Beijing amplifies its retaliation beyond the tariffs, announced Friday, on $3 billion worth of goods.
China could require that foreign tech companies undergo costly additional tests for new products, or simply make it more difficult to operate in the country. Apple, whose iPhones remain coveted among well-off Chinese, made nearly $18 billion in the country in the last quarter of 2017. Qualcomm, the San Diego microchip maker, has earned half its revenue in China in recent years.
It could also devise new regulatory hoops for foreign companies to jump through. China’s Ministry of Commerce has not yet approved Qualcomm’s proposed, $44 billion purchase of NXP Semiconductors, a Dutch chip maker. The deal, more than a year in the making, needs a signoff from Chinese antitrust authorities because the two companies count a large number of electronics makers in China as customers.
Both countries’ efforts to kneecap each other’s tech champions are as much about national security as economic might. Likewise with the race to dominate frontier fields such as artificial intelligence, quantum computing and next-generation wireless internet. Mr. Trump recently blocked a hostile bid by Broadcom to buy Qualcomm. He did so not because the bidder was Chinese — Broadcom is headquartered in Singapore — but because the administration said the deal would weaken Qualcomm, leaving Huawei with a stronger hand to shape 5G, or fifth-generation mobile technology.
This is why the present tensions are so difficult to resolve. In a previous era, Japan was a technological rival but a military ally. The Soviet Union was a tech rival in defense, though a laggard in the commercial sphere.
