Porgie, it is not uncommon for a president to send a representative, other than the Sec of State (or a representative from that dept) to have talks with representatives of another country, before formal talks are announced.

In the case of Pompeo, he has been chosen to replace Tillerson as Sec of State, but not yet confirmed. If his negotiations break the ice and set up meaningful negotiations, he could possibly be nominated for a Nobel Peace prize.

I'm not so concerned about who gets it done, as getting it done. One of Trump's rants was about political correctness. Perhaps this is one example of the benefit of not going by the political correctness book of rules. The short answer is, No I'm not concerned. In fact, with regard to North Korea, I have more confidence in Pompeo than Tillerson.
