So as a retired engineer let me explain how it works:

1) you identify a possible site
2) you get engineers in to do topography analysis
3) then you get storm drain analysis done by engineers
4) then you get infrastructure analysis completed - water, gas, electric etc
5) then you assess how you lay a foundation to host the test facility and whether it can be laid on that ground
6) then you get a permit expert to do due diligence on the overall permits on the land itself

After all of that and only if all of the above is positive do you move forward with an actual permit application but the above is still part of the permitting process. If, however any of the above is a negative then you find an alternative site.

Like I said it doesn't happen overnight but it absolutely does not mean you have not commenced the permitting process...
