The permitting process cannot be underway without a site. That’s the fact.

Even if such semantic elasticity we’re allowed with what qualifies as “underway”, they still said we’d be testing coal by the end of March. Last time I checked, it’s pretty near impossible to test coal without a test plant.

And it’s also difficult to have a test plant without a site on which to assemble it. Coming full circle, without a site, there can be no permit application. So nothing was underway like they said.
