Yeah, loophole definitely seems to be "in-the-know". An article I read yesterday, however, was adamant that the canal-project was dead. Citing the fact that the Chinese billionaire involved has lost a substantial part of his wealth and has kept a low-profile since, among other drawbacks; such as China's evolving presence in Panama, negating the need for a competing canal in Nicaragua. So, who knows...
