To be a market maker in a stock, you have to "make a market." That's generally defined as continually put up 100 share lot minimums around the current bid and ask. On a stock like this with so few available shares, MMs can get seriously hurt if a spike never retraces. Sometimes they make deals with companies to provide them shares to trade when the availability is thin.
