The comparison between distracted driving and drunk driving is used all the time. I believe it was the CEO of GM that said he wanted distracted driving to be just as illegal as drunk driving, for example.
I know some drunk drivers are required to have a breathalyzer device linked to their car, so it won't start until you blow zero's. Their probation officer (or whoever) then monitors the activity, or at least can pull a report.
Like you, I'm thinking there could also be a requirement to have distracted driving offenders cars outfitted with a device that does not allow them to use their phone when driving.
There are many distracted driving apps/devices, but only one that is tamper proof and can be monitored by an administrator (the probation officer in this scenario). bSafeMobile would be a perfect and obvious choice if this were to become law.
States are currently passing legislation's related to distracted driving, this might not be far away.
