What am I missing? How does the utility company make money with PAS unit installed in their control room?

Currently without PAS

Utility company provides 187 amps
Customer meter reads 187 amps
Customer usage 187 amps
Customer invoiced 187 amps

With PAS installed at utility company

Utility company provides 66 amps
Won't customer meter read 66 amps??
Customer uses 187 amps
Shouldn't customer be invoiced 66 amps??

So utility company can say you're still receiving the full amount of energy they were sending you before they installed them even though its technically your unused energy they are selling back to you... Haha consumer won't notice anything changed but it means big money is very interested.
