Um, please tell that to Philando Castle's family, where Castle complied with everything the officer asked him to do as well as informed the officer he was licensed to carry a gun. As the video depicts

,the officer quickly overreacted to what he perceived to be a threat.

Other shootings have been where victims have been shot in the back. So people are shot not only because of their own actions or inactions, they're shot because some officers are over anxious especially with black males, who've in general have been demonized in film and on tv for a very long time. So yes, better training in such situations could help, since with better training officers are in more control and not so easily stressed out. When less stressed, officers will be less likely to escalate and people like Philando Castile won't die.
