that argument doesn't hold water.

"the people who are going to use drugs of any kind are going to use them whether they are legal or not."

there are SOME who will use either way. there are MORE that will not use when illegal, but WILL use if legal. So whereas it might be 30% of the teenagers use when illegal, that might jump to 55% if legal.

That's why they say if it is legal it will encourage more teenagers to use than if it is illegal. You can agree or disagree, but at least understand what point they are trying ot make.
