If you read the pr, it explains exactly why Huff was replaced, and that the new CEO will be addressing those issues. As for the strat, evidently the replacement parts came in, by August 15th or probably before - as Huff stated they would be - because reporters were allowed in the hangar at that time and were told the finishing touches were being put on the strat, and no AP/CNBC reporter disputed that claim, but went ahead and reported it.
The strat is currently being tested, per Bleckman. He said it was tested during the month of Sept. in the hangar, then beginning in the last week of Sept., outdoor testing began. There were dozens of cars in that Palmdale Sanswire hangar parking lot on 9/28/06, many more than usual, and a new 30-foot wall on the Sanswire lot, with many people going behind that wall, according to Flying-j, who delivers to both Edwards AFB and to Sanswire.
