Or a complete misunderstanding of what an executive order means or its' purpose.

What the most recent update to EO D-677-1 says is that the DynoValve does not affect the OBD II System. In other words, the DynoValve can be legally installed on a much wider range of model years and manufactures than the prior EO permitted.

CARB is only making sure that the DynoValve does not negatively affect the vehicles emission systems.

If one would take the time to examine the permitted standard emissions, one would see that almost across the board, with the DynoValve installed, the emissions are significantly below the standards.

One could also look for the before and after results completed by Olson-EcoLogic, which is one of a handful of EPA approved independent test labs, which show a reduction in emissions.

There is also a half dozen or so test results that show signficant improvements in MPG.
